Jeff is a research fellow at the US Library of Congress. His work centers on the intellectual history of ‘psychological warfare’ with a critical focus on the development of the idea that military organizations are capable of using various media and communication strategies to effectively manage and influence populations both at home and abroad. His work is critical of the idea that psychological warriors are capable of ‘winning hearts and minds’ and shows on the contrary that psychological warfare has traditionally been used to justify the ever-expanding scope of military violence in the 20th and 21st centuries.
